Raul Valdes Cotera

Team leader, Lifelong Learning Policies and Strategies Programme at UIL and Coordinator of the UNESCO Global Network of Learning Cities @ UIL and UNESCO Global Network of Learning Cities

Mr Raúl Valdés-Cotera is the team leader of the Lifelong Learning Policies and Strategies Programme at the UNESCO Institute for Lifelong Learning. He is responsible for the coordination of the UNESCO Global Network of Learning Cities. For over fifteen years Raúl has worked in international organisations in the field of public policy, lifelong learning and educational planning. He has pioneered youth and adult learning and education policies and systems for the recognition, validation and accreditation of learning outcomes in several countries around the world. He has directed several research projects and publications such as the regional report on the current situation for Adult Education in Latin America (2007), the Conceptual Evolution and Policy Developments in Lifelong Learning (2011), the Glossary for Adult Education in Latin America and the Caribbean (2013), more recently Unlocking the Potential of Urban Communities (2015 and 2017) and A Handbook for Lifelong Learning (2020). Raul holds a PhD in Education.
